    Immigration and the history of United States have always been
    intertwined. Beginning with the early twentieth century, many foreign
    citizens have sought permanent shelter in the USA for various reasons
    ranging from economic necessity to protection from human rights
    violations in their native lands. Many more foreign nationals visit United
    States on a temporary basis. However, with the robust presence of
    foreigners in the USA comes the complex issue of how to facilitate
    their legal presence and legitimize their immigration status, while
    balancing these against the need to maintain law and order. Offering
